It works for me on linux. It looks like there is something wrong in your
package installation. What do the folloçwing commands return?

which __fwht__


I obtain respectively:
/home/pantxo/octave/signal-1.3.2/fwht.m
/home/pantxo/octave/signal-1.3.2/x86_64-unknown-linux-gnu-api-v50+/__fwht__.oct
