Hi,

Thanks for the report.

If you mean  that the general and signal packages  are not correct versions,
this has alrteady bee reported in https://savannah.gnu.org/bugs/?45237 and has
already been fixed in the mxe repository. 

The next release of octave (and windows installer) will have the updated
package list.
