Details:

If I open Octave 4.0 and type
pkg install -forge statistics

I get this error:
error: the following dependencies were unsatisfied:
   statistics needs io >= 1.0.18

I can get the package to install if I force load io

I tried diary to get some sort of log but it has no content in it once install
fails.

I was able to repro this on 2 machines and have one that still repros.  Once I
force load io, I lose the repro so please let me know what debugging info I
can get while in this state.
