Follow-up Comment #10, bug #46063 (project octave):
I think it should be possible to decouple some of the dependencies on the
Makefile. If I remember correctly, this was partly a result of the structure
of our old build system and no longer applies.
Most programs use configure to change variables that need to be modified
rarely. I think the Octave system may be trying too hard to customizable and
granting the ability to change things on a per make invocation rather than
just a per configure invocation.
