Follow-up Comment #14, bug #46063 (project octave):

But honestly I don't have a problem with a few extra "GEN" lines that make it
look like there is still something being built. I think the difference is
those rules used to be completely silent but make noise now that we've gone to
the Automake silent-rules setup.
