Follow-up Comment #18, bug #46758 (project octave):

@Oliver: Great.  I had already used GIMP in doing some preliminary tests.  The
current build system already works for me, but I am runing Kubuntu 15.10 which
is pretty modern.  My version of librsvg2-bin is 2.40.10-1.

This solution might be something as simple as requiring the maintainer who
builds the tarball and MXE cross-compiled version of Octave to have an
up-to-date system.
