That patch corresponds to this upstream bug:

So it is still an open bug in librsvg that was intended to add a new feature
but introduced this regression, and Debian (and Ubuntu) are correctly
reversing this "fix". John, you might want to check with bugzilla.redhat.com
to see if it's been reported or needs to be reported against the Fedora
package also.
