Follow-up Comment #4, bug #47341 (project octave):

I believe recent upgrades to gnuplot plotting may now require version 4.6.  It
really isn't the intention to require that new a version, but the code is
still under development and guard blocks need to be put in that check if a
feature exists before using it.

Try upgrading gnuplot if you can as jwe suggested.
