Follow-up Comment #2, bug #47355 (project octave):

In regards to running make from pkg install, I see that when it invokes
configure, if the env vars for CC etc are not set, it uses those from
mkoctfile.

When calling make, it doesn't not - in the case where there is a makefile, but
not a configure script, should it pass along CC etc?
