Yes, if you want to build from the mercurial repository you will need
additional development tools including GNU libtool, see the file etc/HACKING
in the octave source tree. This is not a bug.

You probably want to build from the released source distribution, see
http://www.octave.org/download.

If you're having trouble installing or building Octave yourself, please send
mail to the help mailing list (see http://www.octave.org/support). The bug
tracker is not the correct place to ask for help setting up a development
environment for building Octave. Please do feel free to file another bug
report if you do manage to have all the required dependencies installed and
find that there is a problem configuring Octave for your system.
