Follow-up Comment #3, bug #47445 (project octave):
Could also be due to the fact that the OP's Octave (on Windows) is 32-bit;
Windows' 32-bit system usually suffers from memory fragmentation.
That could also explain that I get no problems with bug #45297, as I'm using
Octave built for 64-bit (note: NOT 64-bit indexing).
"No symbols" - yes the exes and libs for the Windows-4.0.0 installer are
stripped, with good reason: I have an unstripped binary (zipdist) from 3
months ago lying around that is ~800 MB versus 200 MB for the "regular"
installer.
