Yes, the change I just made is using a bleeding edge addition to gnulib. If
you want to use an external gnulib, use the gnulib git repository. For example
I have gnulib cloned in ~/src/gnulib, so I could
cd ~/src/gnulib
git pull
cd ~/src/octave/default
./bootstrap --gnulib-srcdir=$HOME/src/gnulib
and that should be ok.
