Follow-up Comment #3, bug #47527 (project octave):
Thats also the same with the offical 4.0.1 installer.
Looking on google, it appears to be a win8/9 issue several other programs have
has and is related to AppUserModelID [1] in Windows.
It might be something we can set up in the registery during install or from
the vb launcher script.
