Follow-up Comment #61, bug #47372 (project octave):
I added a comment to the code to explain why Octave needs this seemingly
unneeded piece of initialization

Interestingly, libgomp is *not* linked in to octave-gui even with the new call
to omp_get_num_threads (checked with ldd). But, it no longer segfaults for
me.
I fixed another bug on Windows systems (bug #47524) and Avinoam is going to
test the fix for that bug and this one. Fingers crossed.
