Follow-up Comment #7, bug #47571 (project octave):
Does Option 1 solve the problem for someone on Windows? I have no idea how to
configure that, but if you or someone can confirm that inputting UTF-8 into
Octave allows non-ASCII characters to be entered, then we can say we have the
same experience on Windows as on GNU/Linux systems.
