Update of bug #47685 (project octave):
Summary: debug_on_error fails in erroneous calls to line ()
=> debug_on_error does not report errors occurring within a "catch" block

Follow-up Comment #1:
The problem appears to be that the error is thrown within a "catch" block.
This may be related to the "debug if caught error" code. Still looking...
