It is bug #41337 and related.
The GUI in Octave 3.8.0 dmg on Mac was pretty unusable due partly to keyboard
interactions in the terminal. AFAIK the most visible issues have been fixed in
3.8.2+ but there is currently no distributed dmg so users have to install
Octave through package managers such as Macports or Homebrew.
