Details:

This is a request to re-open https://savannah.gnu.org/bugs/?47223 I'm not sure
if commenting there on a closed bug will get noticed. I'm experiencing this
same issue. In response to comments there,

axis ij
axis xy

have no effect.

Attached is a sample image.

imshow("flipped.tif") 

shows it upside-down on OS X 10.11.4 and Octave 4.0.0
