I don't know, perhaps can it be achieved through the Dependencies fields in
DESCRIPTION?

Or perhaps using a preprocessor directive such as

#if defined (DEFINE_OCTAVE_ALLOCATOR)
#error BLAH BLAH BLAH
#fi

?
