Follow-up Comment #4, bug #48136 (project octave):

AFAIU the main purpose of this function is to produce *modal* figures for use
in other *dlg/msgbox functions, which is currently not possible due to the
"windowstyle" figure property having no effect (neither in fltk nor in qt
toolkit). Am I missing something? Are there projects to implement the missing
parts in "windowstyle" property?
