Follow-up Comment #1, bug #48168 (project octave):

I had tried the newer version a couple of weeks ago and seen that it would not
compile in mingw - I believe they have fixed it upstream but not within a
release yet.

For the change in file path, it should probally be from the offical site:
http://github.com/zeromq/zeromq4-1/archive/v$($(PKG)_VERSION).tar.gz
