Follow-up Comment #15, bug #48172 (project octave):

There seems to be another related bug, in that there is no dependency on
scripts/plot/util/gnuplot_binary.m before the docs are built. I can get around
this with


make scripts/plot/util/gnuplot_binary.m
make all


I'll report that separately.
