Follow-up Comment #3:
The system dependencies of the fem-fenics package are in fact listed in the
package metadata
(http://hg.code.sf.net/p/octave/fem-fenics/file/897f1e2d194f/DESCRIPTION).
There is just no practical way for Octave to check or enforce those
dependencies in a platform independent way. Octave is never going to be a
full-featured system package manager. If that's what you want, you might
consider using cygwin, or a GNU-based operating system with a true
dependency-based package management system.
