Follow-up Comment #10, bug #48319 (project octave):

Mike, if we have the #include "gnulib/...", we should probably also have a
FIXME reminding devs that it is policy not to include straight from gnulib.

JWE, would that be OK?  Would it need to be improved before 4.2.0?
