Follow-up Comment #1:
I think the only thing that could be done about this would be to build gnuplot
with the configure option --disable-raise-console to turn off the feature
completely.
Unless someone knows of a way to somehow "register" Octave as the console
window that gnuplot should be raising.
I assume the gnuplot installer from gnuplot.info would have this feature
enabled, so if someone chooses to use a different gnuplot, this will still be
present.
Not really an Octave bug, unless you think we should disable this feature
completely for mxe builds.
