I'm able to build with either Qt4 or Qt5 after the following changesets:

http://hg.savannah.gnu.org/hgweb/octave/rev/d6948923dc9b
By default, configure will now check for Qt5, then Qt4. To build with Qt4
even if Qt5 is installed, use the configure option
--with-qt=4
