...and mkoctfile is where it's supposed to be:

$ ls -l /usr/share/octave/4.0.3/m/miscellaneous/mkoct*

/usr/share/octave/4.0.3/m/miscellaneous/mkoctfile.m


$ ls -l /usr/bin/mkoct*
lrwxrwxrwx 1 jbailey Administrators    19 Aug 10 10:41 /usr/bin/mkoctfile ->
mkoctfile-4.0.1.exe
-rwxr-xr-x 1 jbailey Administrators 89107 Jun 28 14:49
