Done.
Test results was as expected:
A resulted emf file was rejected by MS-paint but was accepted by other
applications.

AFAIK, yes.
As Rik state that this is no longer an issue that is limited to MS-windows and
an issue of supporting application "fig2dev".
I agree with Rik's statement but final decision should be done by John to whom
this bug is assigned to.
I tried to access support item of Xfig project on SourceForge site but I could
not access there.
