Details:

1. Installed Lubuntu (LXDE Ubuntu - 16.04 LTS)
2. Installed Octave via apt-get
3. Typed in octave cli: plot([1 2]) - no plot window is shown
4. Pressed Ctrl+C in octave cli - blank plot window shown

My configuration:

No LSB modules are available.
