Follow-up Comment #3:
I can confirm that http://hg.savannah.gnu.org/hgweb/octave/rev/66dd260512a4
moves the assignment of the make variable MKOCTFILE_F77 such that it occurs
*before* AC_PROG_F77 is called, so the F77 variable is empty (unless you ran
./configure F77=something when you built Octave).
