Follow-up Comment #3, bug #48522 (project octave):

@Rik: If this discrepancy is visible then yes the workaround is to eliminate
the toolbar and menubar, but I think the actual bug should be fixed. I filed
what I think is a more severe manifestation of this bug: see bug #48833
