Follow-up Comment #2, bug #48847 (project octave):
No, there is no tool in Debian currently depending on those fields, but that
may change in the future.
The names and the description of the fields are somehow confusing in the
manual. SystemRequirements is described as "external install dependencies"
and BuildRequires as "external build dependencies". I guess that the former
means "run time dependencies". I would change the name of the former to
RunTimeRequires.
