Follow-up Comment #1:

Thank you for your bug report. This is a duplicate of bug #46544. Whether or
not the cd command is ignored seems to be a race condition depending on your
system load and so on.

Definitely running octave as octave-cli or octave --no-gui-libs prevents this
condition.
