Follow-up Comment #1:

Thanks for your bug report. I guess that you have compiled Octave yourself
from source, and the Qscintilla library was probably not found. Your
config.log should contain the prominent warning "WARNING: QScintilla library
not found; disabling built-in Qt GUI editor". Can you confirm this is what
happened?
