Follow-up Comment #6, bug #49054 (project octave):

That preference setting was added after 4.0, it will only appear in
development versions and 4.2.

I think it's clear from the original comment what is being described is
opening a file from the OS, not opening a file from within Octave's "File
Browser" panel.
