PS the title of this bug report is NOT helpful -- please revert to my original
title 

"install -forge works for some pkgs, fails for others"

-- i know you want it short, but short-circuiting to the ("unable to find
mkoctfile") deprives others who may also encounter the puzzling inconsistency
(works for some pkgs, not for others
