Follow-up Comment #3, bug #48779 (project octave):

I had thought I must have made that release manually, but indeed it was
probably the fault of the root Makefile. Corrected it now to "$(RM) -r". So
maybe this issue can really be called "fixed", although there is no guaranty
that the root Makefile is used for making a release... Thanks Rafael and
Carnë.
