Follow-up Comment #8, bug #49216 (project octave):
The program fc-match.exe in the bin directory should let you query the
fontconfig database the same way that Octave's font selection would work.
What does

come up with?
Maybe FONTCONFIG_PATH needs to be set. Is it set in Octave's environment
normally (launching from octave.vbs)? Does anything change if you set
FONTCONFIG_PATH to point to the PREFIX/etc/fonts directory?
