Follow-up Comment #7:
I think the problem is with gnuplot, rather than the qt or fltk toolkits. I
tried your example from comment #4 without the line
graphics_toolkit gnuplot
and I got a 2-D figure that was correct. When I used gnuplot the figure does
not include the axis labels.
For the time being, I would try using a different toolkit as a workaround.
