I now see that jwe posted on bug-gnulib about this very issue a year ago

I'm not following the logic of the patch at the moment or understanding why
that patch used to work but stopped working at some point. But now that we've
found the underlying issue and fixed Octave's configure, we might be able to
drop src/default-octave-1-gnulib.patch. I'll try to remember to look at that
someday.
We might also want to patch stable-octave so that it DTRT, in case there is a
need to build another stable release.
