Follow-up Comment #1, bug #51949 (project octave):

I see similar things happening with AFAICS any pane in the GUI. 
But after a little while (~1-2 secs after releasing the mouse knob) the GUI
apparently reconfigures itself and the remnant copy in the GUI of the dragged
out pane disappears.

Re-docking an undocked pane seems harder - I have to try several times. Same
goes for moving a tabbed pane out of the tab stack into its own spot in the
GUI.

This is with KDE on Mageia-6.
