Details:

The id of the warning 
Octave:possible-matlab-short-circuit-operator
is misleading, to be more precise the 'possible' 
I think
Octave:conversion-into-short-circuit-operator
would be a better choice as the warnings are
warning: Matlab-style short-circuit operation performed for operator |

and

warning: Matlab-style short-circuit operation performed for operator &
