Update of bug #52073 (project octave):

Follow-up Comment #2:
More data. I rolled back to before the latest changes to the gcc build
scripts and am now rebuilding. In the log for build-gcc I see
--with-isl='/home/rik/wip/Projects_Mine/mxe-octave/usr'
so it is MXE, rather than the host system, which is supplying isl.
In the MXE pkg/ directory I find that the isl version is 0.12.
isl-0.12.2.tar.bz2
This also squares with the config log from build-gcc which shows
checking for version 0.10 of ISL... no
checking for version 0.11 of ISL... no
checking for version 0.12 of ISL... yes
