Follow-up Comment #11, bug #49271 (project octave):

There has been some flaky network connectivity to the Mercurial repository in
the last 24 hours.  I think you might want to try again, or maybe wait a few
hours and try again.

If it hasn't resolved by tomorrow then file a bug report about it.
