Follow-up Comment #5, bug #52150 (project octave):

Actually building Octave with only fontconfig missing leads to the problem
described here.

If I build Octave without both freetype and fontconfig, then gnuplot works
fine.

I get an initial warning message "warning: opengl_renderer::render_text:
support for rendering text (FreeType) was unavailable or disabled when Octave
was built", but after that everything appears to function fine. Sure, maybe
some text related functions like legend may not be entirely accurate, but they
do function.
