Follow-up Comment #4, bug #52186 (project octave):

I've added a patch to bug report 52170

that addresses this scenario as well as the case of placing multiple axes on
the same plot.  The issue is that arrows, just like labels, are persistent in
gnuplot so need to be cleared between plots and multiplots.
