Follow-up Comment #22, bug #39692 (project octave):

In Matlab text anchor position seams to be respected ([0.5 0.5 0.0]) but the
background is drawn as if the position was [0.5 0.0 0.0], or most probably as
if the depth testing had been disabled.

Disabling the depth test for both the text and the background eliminates the
problem of polygon_offset, but also produces weird looking plots. I asked for
an additional test about this.
