Follow-up Comment #42, bug #39000 (project octave):

I found a few more instances in dMatrix.cc and fMatrix.cc where the new
function norm1 could be used.  I checked in the changes to stable here
(http://hg.savannah.gnu.org/hgweb/octave/rev/117107eed917).

This bug can be closed again, or jwe can leave it open until MXE Octave
supports installing Octave's own version of XERBLA.
