Follow-up Comment #5:

I checked in a fix on the development branch here
(http://hg.savannah.gnu.org/hgweb/octave/rev/8edaf9c80779).  The "trick" was
to choose the correct axes object from the two that are available in a plotyy
figure.

The tests and demos for legend appear to remain unchanged by this so I think
everything is fine.
