Status: None => Confirmed
Release: 4.2.1 => dev

Follow-up Comment #5:
Confirmed on dev Octave as well, on Win10 version 1709.
Pager ("more ...") on or off makes no difference. The window contents just
can't be scrolled back.
I'm afraid this is caused by Win10's newest feature update. Win10 is a moving
target it seems :-(
